How the axes of a dense tensor are laid out in memory, fastest-varying axis first.

For a matrix, Order<0, 1> is column-major and Order<1, 0> is row-major.

Axes A permutation of 0 ... rank - 1: the axes from the fastest-varying to the slowest-varying one.
